On 20 March 2015, Carlos Moedas, European Commissioner for Research, Innovation and Science and Serhiy Kvit, Minister of Education and Science of Ukraine, signed the Horizon 2020 Association Agreement. The agreement has been reached after a lengthy negotiation process. Following today's signature, Ukraine becomes now the eleventh country associated to Horizon 2020.
Under the terms of the Agreement Ukrainian legal entities will participate in all actions funded under 2015 Horizon budget (calls for proposals, calls for tenders, contests, JRC activities etc.) with the status of entities from an Associated Country as of the entry into force of the Association Agreement.
Association is a specific mechanism allowing for stronger cooperation with the non- EU countries under the EU’s Framework Research Programmes. Horizon 2020, the EU’s Framework R&D Programme is in principle open for the participation of organisations from other, non-EU countries. Beyond this basic provision, organisations from associated countries can enjoy the status of full participants equal to that of the organisations from the EU member states.
The official ceremony of the Horizon Association Agreement signature was followed by a meeting of Carlos Moedas, European Commissioner for Research, Innovation and Science; Mārīte Seile, Minister of Education and Science of Latvia; and Serhiy Kvit, Minister of Education and Science of Ukraine, with representatives of the Educational and Scientific Community of Ukraine.
The Horizon 2020 NCPs of Ukraine, Rectors of the Universities from all Ukraine, representatives of the EU Embassies, research institutes and centres took part in this event, hosted by the Taras Shevchenko National University.
